Windows 10 will not recognise my external HDDs

I have two spare HDD (1TB and 640GB) that I want to use as external storage. I have used Partition Assistant to erase all data and delete all partitions, but now those HDD do not appear when I attach them to my Win10 laptop. What must I do to get Win10 to recognise them?

Are they seen in Windows Disk Management? Do they need to be initialized or formatted?

They can  be seen by AOMEI Partition Assistant, but are not visible in Windows File Manager.

If they are not visible to File Manager, how can I format them? What is "initialise" and how do I do that?

They are not seen in File manager (Explorer) because you deleted all partitions. So you have to create new partitions again.
In Windows Disk Management.
Or in Aomei PA if they are visible there,

Right click on unallocated space and
Create volume / partition and format

The partition is not formatted and looks like empty.
but there are data but the NTFS went wrong

Can if transfer it to NTFS in order to get the databack?

Please post screenshots of Disk Management, PA.

If the partitions are there, but they are not showing up in Win File Explorer, your partitions may not have drive letters assigned to them. Disk Management, PA, or Cmd > Diskpart can all assign drive letters to most partitions, if necessary.
